I would have said no. It's an all-cash deal or nothing. Even banks won't accept THEIR OWN FUCKING CASHIER'S CHECKS as cash around my parts. It also might be that he doesn't want a paper trail... anything other than cash is something that has to be processed by a bank.

There aren't any limits. Federal law specifically allows you to withdrawal as much as you want. The limits are on withdrawals in a single transaction. Reason is to prevent money laundering/fraud. But you can just go in to the bank, close your account and get a check for the funds.

As far as I know, the large transaction rules only require reporting the transaction, not a limit on size. A size limit would be imposed by the bank because a lot of branches don't actually have very much cash on hand. It is also possible that the clerk was lying about the limit because they didn't want to do the large transaction paperwork, in which case collecting a smaller amount from multiple branches is liable to get your accounts frozen by the feds.
This. There's two types of reports that banks are required to fill out and report for monetary transactions. Guaranteed backed funds items (a cashier's check for example) over $3k and ANY withdrawal of over $10k regardless of item (cash, cashier's check, wires, etc) each require a form that must be filled out. It's been a while since I've worked in an actual branch, but I also believe that the report for the over $10k withdrawal must also be signed by the person doing the withdrawal...? Regardless, it is all done as a step to prevent money laundering. Funny thing is, it really only applies to personal accounts because otherwise, large corporate account holders would be busted nearly hourly for the shady shit they do.
Does your bank have a branch located where you're buying the car? Because if so I'd call that branch and explain the situation and ask if they can make arrangements to have the cash on hand for the day of the transaction. If they're agreeable to that then contact the seller and inform him that you've made arrangements to withdraw the cash from the local branch and you'll conduct the sale onsite. That way he can get cash for the car and you don't have to put yourself at risk by carrying $22,000 on you. If the seller isn't amenable to that, then tell him to go fuck himself.
