The owner is being irresponsible by feeding the dog so much and putting its health at risk. My mom is similar. She doesn't walk their dog put she'll feed him by putting a handful if treats in his bowl. Then when we take the guy out he has stomach issues but she doesn't care because she doesn't have to clean up after him.
You'll be happy to know animal services stepped in and he's now down 41lbs, he now tips the scales at a svelte 44lbs.

Worst thing you can give a dog is grapes or raisins. They are highly poisonous to them for some reason.
