He quit competing because he thought he'd permanently hurt himself or others, and thought that was a stupid thing to risk. He regularly rolls with the current MMA fighters, and is pretty well respected by them. He knows his shit because he trains that shit, which is a big part of what makes him a great commentator. Yeah, he is no joke.

I actually subscribe (monthly) to their UFC Fight Pass which is pretty fun... as it's like getting an MMA streaming channel with all sorts of non-UFC promotions on it (like the Alaska Tough Guy stuff, etc). It streams to my Apple TV, iPad, etc., and is only like $10/month ongoing. You get a lot of the prelim fights, historical fights, UFC specials, etc., and I don't mind paying that. That being said, I'll usually pirate the PPV's or go to the local bar to watch them, as I can't justify spending the PPV cash 99% of the time.

Sounds like a political play to me. It was basically a move to ease the regulations regarding the sale of it. With declaring a state of emergency, more places could sell it basically because the application process has less red tape now. Marijuana had just gone on sale and there was probably a lot of backlash from the permitting process being difficult (and the resulting tax dollars arriving only in waves instead of a tsunami). Now, whether or not the governor can get stoners motivated enough to get off their couch and vote, is another question.

But really, the rules of the fight would have already been drafted and signed off on by both parties, and that would include the boxing specifics, which would include glove weight, length and number of rounds, etc. No way this deal was done without everything being locked up tight first.

My money is they (mayweather and mcgregor) see the writing on the wall with it being a one sided affair, mayweather doesn't wanna risk his perfect boxing record but they both wanna make money, so they both say fuck it and try to cash in with a fight that's a hybrid of both MMA and boxing and thus can't/won't count as a loss for either one.
