criminology says no. basically all the peer reviewed academic research says that the perceived risk of being caught is what deters criminal behaviour. severity of penalty is essentially irrelevant / effectively zero relationship with criminal behaviour. people don't make logical benefit/gain decisions about crime for the most part - in fact statistically, almost never. but perceived likelihood of being caught is by far the strongest deterrent factor.
