It is more that the to make the entire FluTrixKlan grouping a Federal issue they need to use the emergency powers otherwise only bits and pieces of what is happening is a federal issue and the rest is provincial/municipal. The big one that I think we will see from this is the ability to chase down the money that funded it and to make sure that the consequences of people's actions follow them in every way. But it was a total fuckup on the part of the City and the Provincial police who apparently ignored the warnings that were coming down from the Federal Security apparatus and clarifications that were coming from legal experts who said things like "having to park your truck before protesting isn't an infringement on your liberties." The conservative base, just look at how Conservative MPs are reacting in question period.
