There's two possibilities: 1. He did this on his own, in which case the US is presently investigating how to force him to totally divest from SpaceX. 2. He did this at the request of the State Department, in which case it appears that US policy was to avoid too much escalation, too quickly.

I think this is the most likely. The US has been very careful to not provide Ukrainians with weapons or logistics that can strike deep within Russia, at least not until very recently.
That doesn't explain way earlier when he killed Starlink to Ukraine. Once it became known, he reluctantly turned it back on. That wasn't State Department driven. I think Putin is waving his dick in Elon's face and he can't help but try and suck it.
It absolutely could have been. From what I've gathered, the Ukrainians were attempting to outfit drones with Starlink to strike ships within Russia, which went against NATOs original support strategy. Even if that's not the case, I'm not sure why him initially not wanting to have his tech weaponized in a foreign war is controversial. It's not much different than when Google employees protested over Google developing AI for the military. Regular defensive contractors have to go through the US's foreign military sales program as an intermediary before equipment can reach their destination. Starlink is approaching a global monopoly on rocket launches and cutting-edge satellite technology, so an individual private citizen potentially having a dramatic impact on a war on the other side of the globe is a bit of a new thing that has rarely existed in history. I don't agree with it, but I get it.

Consdering the fact that we're apparently all about supporting separtist movements, including the "government in exile of East Turkmenistan", I think this should really be hammered on. It'll give China a very broad reach if they don't chase it. I think it would be treated very differently if China assassinated a Canadian citizen on Canadian soil, and we should be treating this the same way. A lack of action will have very long term effects.
