Are you referring to the technicality that the surface gets slightly warm because a small amount of heat is conducted back from the pan to the surface?
If you're talking some scrambled eggs, then yes, the surface will be "slightly warm" If you simmered a sauce for several hours, it will be "burn the shit out of you warm". Induction has a lot of advantages but it also has a lot of faults. You need ferrous metal cookware. No visual heat indication like gas has. Sucks for wok cooking. Can't use it when the power goes out. It pulls a lot of juice and if you tend to cook a lot of items at once, you'll see decreased performance. I sold a LOT of induction cooktops in the past and while some customers preferred them, more of them either went back to gas or wished they had put gas in.
The point was a comparison to an electric resistive stove. Both gas and induction are much cooler than a resistive, although they will eventually get hot if you leave them on long enough.
I find the best use for an induction element is as a standalone single pan portable cook surface. I use one A TON in my RV because I can just run a power cord to the table outside and use the campsite power rather than use my finite propane supply.
