I have family in Ohio that's registered republican because their local elections are so red that the primary is where the election happens. So they register republican to vote in local elections for the republican they like best/dislike least. It's not like it locks you into voting republican in the general election.
That isn't what he said he's trying to do, though. I didn't vote in 2016 because I was in the middle of a move. So, locally, I would've been voting for people that didn't represent me, and that didn't feel like the right thing to do. I just think that "I'm not going to put in the effort to vote for who I actually want to win the office, so I will vote for whom I think will screw over the other party's election", is a bad way to go about electing representatives for this country. Among all the other bad ways of electing representatives that we already consider normal.

Previously I hadn't given a shit, but I will bring one of my running hydration vests if I need to and wait in line just for the tiniest chance to fuck with trump ETA: Texas is open primary I mean. So even if you chose to register for one party, you can vote in the primary for the other party. However, you can only vote in the primary for one party. I do not have a party affiliation (cue "swings both ways" joke), but this primary thing is a big misconception
