There are literally many good reasons for this to happen. The EO doesn't undo the law, it orders agencies to look for areas of improvement that could be brought before Congress for an addendum. Dodd-Frank is terrible and is directly responsible for the slow economic recovery. It was passed on a false narrative about the housing crisis and did nothing that the proponents said it would do. All the punitive derivative rules did was prevent banks (and smaller organizations) from being able to hedge against risk.
