It's tough to tell based on the limited details. Someone exfiltrated data from some government system, but there's a lot of assumptions that come after. Obviously unauthorized access, especially by DOGE engineers, is not great but as to whether it's illegal? Unknown. Theres dozens of legitimate hoops someone could jump through to do that without doing something illegal, particularly if the administration is authorizing it. The part where Russians were trying to access the system is a bit of fear-mongering. I would bet that they are hammering US government systems non-stop, 24/7. I work for a private company and we get millions of attempts against our EHRs weekly. Even if logs were deleted, hopefully they have some kind of immutable archive of the logs somewhere. Government systems are generally supposed to be configured that way for legal reasons, and some log aggregators do not let the vast majority of users interact with log files directly. It's more likely these engineers are just at bad InfoSec practices, creating a risk where someone else gets unauthorized access with the newly created user accounts. Probably communicated the creds in an unencrypted way. I've fired people for way less.
This gang have made it almost a priority to evade security protocols, in part because they couldn't get the right clearance, and they don't have the ability to get the systems in place to access any of it properly. This is the least safe we have been as a nation in the last 40 years.

Even if they dissolved, you guys are down to what, 28 other intelligence agencies that are completely separate entities from each other? What you guys need is some sort of “Central” intelligence agency— where you could combine them all into one single terrorist cell like it’s meant be.
The issue, at least according to the whistleblower, is that they created new accounts, and then Russians were trying to access systems using those newly created accounts, with the correct passwords, within 15 minutes. There's really only two explanations for that, the first being actual treason, and the second being that the DOGE boys' hardware is compromised and the Russians are watching what they're doing in real time. Neither option is great.
