    So let's just say that there was collusion and Mueller can prove it cleanly. Then what happens? Is there a revote for president? Is Trump removed but Pence stays if Pence was not involved? What about all the executive orders and actions that Trump has taken as president while in office, are those rolled back or do they stay?

    I suppose this is unchartered territory so your guess is as good as mine, but some of you know a lot more about how our political system works and I am curious about what happens next if the investigation keeps going the way that it is.

    They wouldn’t undo any executive decisions or policies. Despite Democrats fellating themselves over that prospect, it would cause a constitutional crisis; and that’s a bigger deal than the current state of politics. He was still elected by the Electoral College so his legitmacy would still technically be there. If Pence was somehow implicated and also removed, Paul Ryan becomes President.

    For the purposes of this exercise I am assuming an American and non-treasonous Congress, which I admit is a stretch.

    1. The House of Representatives drafts articles of impeachment
    2. The House passes the articles with a majority vote
    3. The Senate convenes a trial using the House's articles as an indictment
    4. The Senate convicts the President with at least 67 Senators voting to convict
    5. Trump is removed from office
    6. Here is where the first split happens:
      1. Condition: Pence is somehow innocent of all of Trump's shenanigans
      2. Pence takes the oath of office and assumes the Presidency
      3. Pence nominates a Vice President
      4. The Senate confirms Pence's nomination for Vice President
      5. Condition: Pence is NOT innocent of all of Trump's shenanigans
      6. Pence is impeached and convicted using the same process listed above (impeachment in the House, trial in the Senate, removal)
      7. Here is the second split:
        1. Condition: Paul Ryan is not caught up in some vast Republican collusion conspiracy
        2. Paul Ryan, as Speaker of the House, is sworn in as President
        3. Ryan nominates a VP as above
        4. Condition: Paul Ryan IS caught up in some vast Republican collusion conspiracy
        5. Orrin Hatch, as Senate Pro Tempore, is sworn in as President
        6. Hatch nominates a VP as above
    Now there are a few other things worth considering:
    • If the Democrats retake the House in the fall, and the impeachment occurs after the new Congress sits, then the Democratic Speaker would become President instead of Ryan. There is also talk that Ryan will be replaced as Speaker before the end of this term anyway so the person in the Speaker's seat may change before any impeachment.
    • The Congress, if it so wishes, can go further than the above actions. They can impeach federal judges, agency heads, and any other "fruit of the poisonous tree" they like. This is unlikely to happen because a) members of the executive can be dealt with by the new President, and b) the Republican base would riot if they removed conservative justices that were not themselves guilty of wrongdoing.
    • Executive orders stay in place until and unless superseded by a newer executive order. Trump's orders would stay in place, but it is likely that one of the first acts of a new President would be to revoke any that they didn't like, which can be done with the stroke of a pen.
    • Criminal charges can be pursued against Trump/Pence in such an eventuality. There is an open debate over whether you can indict a sitting president, but there is no debate over the ability to indict a President once out of office, they are completely fair game unless pardoned by the next President.
    • There are no "off schedule" or ad-hoc Presidential elections. The Speaker/Pro Tempore/Whoever would serve until the next election in 2020.
    The "theme" of all of the above is that the US system is set up such that fixing a shitty president, of any kind, is an explicitly political process, not a legal one. The Congress has broad powers to address the issue, but they must utilize those powers for anything to get done.

    Boston Globe has an op-ed using the T word. Washington Post editorial board called the Helsinki press conference itself collusion. Elected officials have ranged from the tepid "I believe the conclusion of the IC" to the aggressive "The Russians have something on the President." I won't call anything a turning point until I see the ship actually turn, but Trump's conduct today was so bad I felt a notable shift in the political landscape as a result.
