Even if they went back to forcing it to be a speaking filibuster, the 60 vote rule would still be in place, right? So it’s all meaningless when any and all progress can just be stopped if one half doesn’t want to even play ball.
It takes 60 votes to break a filibuster in any circumstance. A speaking filibuster would require them to keep speaking or the filibuster would naturally expire (regardless of whether it was broken by vote or not).
