    Q: From whom may an unlicensed person acquire a firearm under the GCA?

    A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee’s premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.

    It is perfectly legal to purchase a rifle in another state provided that you comply with all your state's firearms laws, and the laws of the state in which you purchase the firearm. I bought a rifle while on vacation last year.

    Oh my God, I know I don't know a lot about rifles, but this is just...overload. I'm looking through that bud gun shop link and have no idea what the differences are between these guns. I know when we looked at guns in Bass Pro he liked the Remington 700 .308 with the wooden stock and I think he preferred a longer barrel. I don't know what these abbreviations are, or what a varmint or a tactical rifle is, or anything.     What would he use the rifle for? Hunting? Recreational shooting? Is he already a gun owner?

    He is a Marine, what do they use? An M4? He's had training with that gun and quals with it periodically. He does not personally own a gun. I think the rifle would be both rec and hunting...out here it would be rec because that's all we have access to, but when we move back home he'd have opportunities to go hunting.

    Edit, and also home defense. Not really a big deal but I think when we have our own home, he'd like to get a tactical light to mount on it for home defense purposes. Is this too much to ask out of one gun? I think he would like to get other guns down the road too, but this is the first one he wants.

    Edited again: I am still a legal resident of Alabama. Just off the top of your head, does this make a bit of difference when it comes to owning a gun in this state?

    Maybe somewhere around $500. Cheaper is better of course.

    I think I jumped the gun on this one though. I think I am going to do a bunch of research and covert info gathering to see exactly what he would prefer for next Christmas, as well as giving me time to get any documentation that I might need.
    I went ahead and got him a couple electronic things he wanted for this Christmas -- a second monitor for his computer and a new case since the guts are brand new but the outside is old.

    I'd still like you guys' opinions though. I'm kind of a planner so this actually works out.

    You have to consider with a gun like that a huge part of the equation is the optics you put on it, you can spend 500 on the gun and just as much if not more on the optics, depending on what you want to do with it.

    I would not really consider that a home defense gun unless he is sitting on the roof and smoking fools at 100plus yards.

    The primary use would be hunting. I know he'd like to have several at his disposal but that is something that he'll have to accumulate over time.

    I do apologize for the vague questions and disturbing (and not intentional) notion of using a powerful hunting rifle for home defense. I read a little here and there and listen to el husband talk wistfully of what guns he'd like to acquire, but my knowledge is obviously very limited.

    I guess what I'm getting at, is that it's hard to ask reasonable questions when you truly know jack shit. Like grandma talking about that newfangled interweb.

    But yeah, even though I/we won't be buying this year, I still would like to know more and become a knowledgeable buyer instead of a dumbass wife who drops $500 on pointless shit because the salesguy told her it was a good idea.

    Just my opinion but you can't go wrong with buying him a Remington 700 SPS. It may not be the exact rifle he wants but he can customize till it is... and do it fairly reasonably. The 700 is the king of customizations. There are tons of things that he can do it without taking it to a gunsmith.

    Top it with a decent scope and you have a awesome target/hunting rifle.

    I'm an FFL dealer as well and I can answer whatever paperwork questions you may have. It's not nearly as bad as you think it may be.

    Bewildered you can't go wrong with a Remington 700 .308, even their cheaper model (the SPS as gogators said).

    After focusing on just hunting stocks for several months, I had to do something on the other end of the spectrum.

    Behold... 9 layers of lightweight cedar laminated with 10 sheets of carbon fiber. I call it "superblank"... super light, super strong. This has the most vertical seams out of any blank I've made yet.

    Thankfully I'm just making the blank and shipping it off... the client is making the stock for himself (a fellow rimfire benchrest shooter).

    This maple board here will be chopped up, laminated with curly cherry and carbon fiber, and become the foundation for my 2013 benchrest stock.

    This is a close-up, but you get it. Very very rare to find a 10-foot long maple board in a local lumberyard with intense figure from end to end like this!

    Any clue on if we'd have to have a hawaii permit if we had a rifle out here? We claim Alabama as our home state on taxes and licenses, etc, but we are living Here for the next year or so. Alabama does not require a permit for rifles. This may be a non issue since we are waiting on the purchase but I would like to know of any rules that I may have to follow.

    Good question. I did some quick research and it looks like out-of-state visitors are not required to obtain a permit, but in-state folks are. Your local gun store will be able to fill you in on the details and caveats. Most states consider you to be a resident if you've lived there for more than 90 days. They may also be able to help you legally get around the law- like keep the gun under a trust, though this is pure speculation on my part.

    "Acquiring a firearm in Hawaii requires a permit to acquire, issued to qualified applicants by the county police chief. There is a minimum 14-20 day waiting period for receiving a permit. A separate permit is required for each handgun(s) transaction to be acquired (valid for a period of 10 days), while a "long gun" permit can be used for any number of rifles or shotguns for a period of one year. In addition to passing a criminal background check, applicants must provide an affidavit of mental health, and agree to release their medical records. First time applicants must be fingerprinted by the FBI (fee applies). When applying to acquire a handgun, a handgun safety training course affidavit or hunter's education card is also required.

    Firearms acquired within the state must be registered with the chief of police within 5 days. Firearms brought in from out of state, including those owned prior to moving to Hawaii, must be registered within 3 days of arrival. Registration of firearms brought in from out of state does not involve a waiting period, however a FBI fingerprint and background check will be conducted. Registration is not required for black powder firearms or firearms manufactured before 1899."

    Bewildered... If you send me the money, I will buy the rifle, get the scope mounted/sighted in and even break in the rifle for him. I'll even keep it in my safe until y'all are ready for it.

    That's just how nice of a guy that I am.
